As Sri Lanka is a member country of the Steering Group of the ADB-OECD Anti-Corruption Initiative for the Asia and the Pacific, the Commission to Investigate Allegations of Bribery or Corruption (CIABOC) participated in the external evaluation of the Initiative 2018-2020 Work Programme approved at the 22nd Steering Group Meeting held in Seoul, South Korea in November 2017.
The main objective of the evaluation was to assess the efficacy and relevancy of the Initiative regionally and at the country level between 2011 and 2017. Specifically, the evaluation was aimed at determining whether the Initiative and its associated Action Plan, Implementation Plan, Strategic Principles and Operational Activities 2011 and Work Programs 2012 -2017 have proven effective in assisting members in the fight against corruption in the Asia-Pacific region.
The Evaluation was conducted by ADB’s consultant Dr. Vinay Bhargava, Chief Technical Adviser to the Partnership for Transparency International. The Evaluation methodology required, conduct of a survey and the interview of the Steering and Advisory Group members.
The Focal Point to the Initiative Justice W.L.R. Silva, Commissioner of CIABOC designated the conduct of this survey to Ms. Menaka Munasinghe, Assistant Director General which she duly completed in August 2018. The questionnaire is annexed as “X”.
In addition, Justice W.L.R. Silva, Commissioner participated in a Tele Conference with Dr. Bhargava on 25.09.2018 at 9.00 am which continued almost for about 40 minutes to discuss further matters annexed as “Y”.
The Initiative expects to present the findings and recommendations of the evaluation at the next Steering Group meeting.
