In a significant move to strengthen governance and transparency, the Commission to Investigate Allegations of Bribery or Corruption (CIABOC), in collaboration with the Secretariat to the President, held a consultation session with public officials to introduce the National Anti-Corruption Integrity Assessment Framework and establish Internal Affairs Units (IAUs) across all government institutions. The session aimed to sensitize public officials and gather their feedback to refine the framework for effective implementation.
The proposed National Integrity Assessment Framework will be implemented under the Internal Affairs Units (IAUs), established through Presidential Circular No. PS/SP/Circular/02/2025. The initiative seeks to curb corruption, enhance transparency, ensure accountability, and improve efficiency within the public sector.
Key Features of the National Anti-Corruption Integrity Assessment Framework:
- Development of an Institutional Anti-Corruption Action Plan.
- Conducting Corruption Risk Assessments (CRA) to identify and mitigate risks.
- Promoting integrity, ethical governance, and information-sharing.
- Holding periodic review meetings at CIABOC.
- Implementing a digital reporting platform to monitor IAU progress.
- Ensuring compliance with asset declaration requirements and conflict of interest management.
- Establishing policies for ethical governance and adherence to codes of conduct.
The consultation session was addressed by key officials, including Dr. Nandika Sanath Kumanayake, Secretary to the President; Mr. Ranga Srinath Disanayake, Director General of CIABOC; and Ms. Chandima Wickramasinghe from the Presidential Secretariat.
A total of 107 public officials, representing Cabinet Ministries, Departments, Provincial Chief Secretaries’ Offices, and District Secretariats, attended the discussion. The event was held on February 27, 2025, at the Mandarina Hotel in Colombo.
The National Anti-Corruption Integrity Assessment Framework is inspired by Korea’s renowned Anti-Corruption Initiative Assessment (AIA) and has been developed with technical assistance from the Korean government, facilitated through the United Nations Development Programme (UNDP).
This initiative highlights Sri Lanka’s commitment to fostering a culture of accountability and transparency within the public sector. By incorporating stakeholder feedback, the framework is designed to be comprehensive, impactful, and aligned with the nation’s governance objectives.
The finalization and implementation of this framework mark a pivotal step in Sri Lanka’s ongoing efforts to combat corruption and promote ethical governance across all levels of public administration.
